Decree 635 of 2019
(April 19)
By which the basic salaries are fixed for the personnel of
Officers and Non-Commissioned Officers of the Military Forces; Officers, NCOs
and Agents
of the National Police; Staff of the Executive Level of the
National Police, and Public Employees of the Ministry of Defense, the Forces
Military and National Police; bonuses are established for
Alféreces, Midshipmen, Pilotines, Grumetes and Soldiers, the
commissions and other salary provisions are dictated.
THE PRESIDENT OF THE REPUBLIC OF COLOMBIA,
in development of the general norms indicated in Law 4 of
1992, and
CONSIDERING
That within the terms established in Decree 1072 of 2015,
the negotiation of the tender submitted by the
representatives of the central and union federations of
public employees.
That the National Government and the centrals and the union
federations agreed that for the year 2019 the salary increase should
correspond to the percentage increase of total CPI in 2018
certified by the DANE, plus one percentage point, which should govern as of
January 1 of the present year.
That the percentage increase of total CPI of 2018 certified
by the DANE was 3.2% and, consequently, the salaries and benefits
established in this decree will be adjusted by 4.38% by
2019.
That in merit of the above,
DECREE:
ARTICLE 1. Percentage graduated scale. In accordance with
what is established in article 13 of Law 4a. of 1992, set the following scale

non-commissioned officers, members of the executive level and agents of the
Public Force.
The basic monthly salaries for the personnel referred to in
this article, correspond to the percentage indicated for each grade,
